What Americans Are Watching When No One Is Looking

Pornhub has released their annual data about what the United States watches.

While below Instagram, Yahoo, Amazon and Youtube, it ranks above Amazon, Walmart and TikTok. Pornhub is in the top 15 websites in the United States. The Canada based company founded in 2007 has soared in popularity. Porn is a global $97 billion industry with about $12 billion from the US. In their annual data release, they give insight into what Americans are thinking behind closed doors. Public declarations, shifting dynamics among age groups and more makes the data even more interesting. Curious on what Americans are watching when no one is looking?  Well, Pornhub’s statisticians make use of Google Analytics to figure out the most likely age and gender of visitors. This data is anonymized from billions of visits to Pornhub annually, giving us one of the richest and most diverse data sets to analyze traffic from all around the world.

The Big Picture

About 40 million American watch porn annually. Gone are the days of the porn superstar. The reality category grew by 169% to become one of the top 20 categories, while popularity of the amateur category dropped slightly by 19%. Their statisticians theorize that as more amateur models have become full-time performers, the quality of their videos has improved, but visitors are still seeking a real homemade porn experience. Women view reality 37% more than men making it their 12th most popular category compared to men’s 15th.

Women are also watching more porn with a 36% increase over last year.  Overall, 25-34 year old men and women watch the most and the 65+ watch the least. And 86% watch on a mobile phone.

Feet are the most specialized type watched with an increase of 38%.  This was driven in  145% more women watching the toe-curling action.

Last year “lesbian” become the favorite search in the United States, replacing the previous  favorite “hentai”. In 2019 and 2017 the top US term was “lesbian”, as was “milf” in 2018. “Ebony” and “Latina” searches moved ahead of “Asian” to round out the Top 5 US Searches.

Red vs Blue States

The top 10 states to watch porn are red states and mostly Southern. Alabama, Louisiana, South and North Carolina, Mississippi, Georgia, Kentucky are joined by Indiana and Missouri for spending the most screen time.  Meanwhile Washington, Delaware, Oregon, DC and Colorado seem to have other things to do.

Across the board, it looks like Monday night at 11 pm is the most popular time with Tuesday at 5 am the least popular.

Interesting notes

When you drill down to states – there are some surprises when it comes to top searches.  Oregon is into Furrys, Nevada into cartoons, and Colorado is into Goth.  Florida likes BBC, Maine loves anime and South Carolina search GlLF the most.

Trans are also showing a 22% increase from men and is driving a whole subset of speciality entertainment.

Popular with Gen Z (18-24 year olds) are threesomes, cosplay and cartoon. Gen Y prefers Asian, feet and tattooed. Boomers (the 55 and up crowd) likes handjobs, mature and babe rounded out with vintage porn.

As the classic country song goes “when you get behind closed doors”.

DOT Makes Change in Marijuana Policy

Facing a hiring crisis that has ramifications on national security and more, the Space Force announced a new pilot program that would grant certain applicants who test positive for THC, the main psychoactive component in marijuana, a chance to retest and possibly join the ranks.  Now, the US Department of Transportation (DOT) has taken this knowledge and taking their policy a step forward.

Since Covid, the US and other countries have faced an upended supply chain.  DOT, which not only oversees federal roads, bridges, and other transportation infrastructure also oversees policy for truck drivers, ship captains, train engineers and airline pilots.  During Covid, DOT, the US and the world struggled with not enough drivers for freight.  While currently it seems to be easing, the forecast looks grim otherwise.

The U.S. Department of Transportation (DOT) has finalized a rule to amend its drug testing policy in a way that could have significant implications for truckers, commercial drivers, pilots and other federally regulated transit workers who use marijuana off the job. This brings it almost in line with their alcohol testing policy.

RELATED: New Survey Shows Gen Z Prefers Weed Over Alcohol — Why Is This?

The change would allow oral saliva drug testing as an alternative to urine-based tests, similar to what they do with alcohol. The new testing, like alcohol, shows what is in the system for the last 24 hours and a deeper dive shows 80 hours (roughly 3.5 days).

Urine tests for THC are unreliable as metabolites can show up for weeks or months after consumption. Said tests often result in false positive results for people who are not actually impaired on the job, but have consumed on their free time. These ‘false positives’ are noteworthy because the DOT data released in January showed tens of thousands of commercial truckers have tested positive for marijuana as part of federally mandated screenings and a significant portion of those truckers refused to return to work, contributing to the labor shortage.

The updated policy bring marijuana in line with alcohol testing.  No one wants freight truck driven with people under the influence and this policy moves toward letting people’s free time be there free time to do as they please.

Schumer Tosses A Little Hope Toward the Marijuana Industry

U.S. Senators Cory Booker (D-N.J.), Senate Majority Leader Chuck Schumer (D-N.Y.), and Senator Ron Wyden (D-OR) give hope the beleaguered cannabis industry – again

Here we go again…U.S. Senator Cory Booker (D-N.J.), member of the Senate Judiciary Committee, Senate Majority Leader Chuck Schumer (D-N.Y.), and Senator Ron Wyden (D-OR), Chair of the Senate Finance Committee made a joint statement supporting the SAFE Banking Act. Good news is Senator Schumer tosses a little hope toward the marijuana industry.

Legalizing marijuana nationwide would create at least $132 billion in tax revenue and more than a million new jobs across the United States in the next decade, according to some estimates.  It seems a much better idea than minting a trillion dollar coin.

RELATED: Consumers show industry potential in 4/20 marijuana sales

The SAFE Banking Act has passed the House on seven times but stalled in the Senate.  This has repeatedly given hope to the industry and hinted at where the concept of federal legalization stands.

The statement said “We were encouraged to see the SAFE Banking Act reintroduced last week after Senator Daines and Senator Merkley worked to make key improvements to the legislation. These improvements include the extension of the safe harbor to Community Development Financial Institutions (CDFI) and Minority Depository Institutions (MDI) to ensure that small and minority-owned businesses can access the capital they need to start and maintain successful cannabis-related businesses, and giving people with income from legal cannabis business access to federally-backed mortgages.

“We look forward to watching this legislation progress through the Banking Committee and working with bipartisan partners to include additional improvements, such as the Harnessing by Pursuing Expungement (HOPE) Act, which would support states that want to expunge cannabis records with grants.”

RELATED: Is SAFE Banking Act Getting Closer To Passage? Senators Agree This Issue Is At Play

Senator Patty Murray (D-WA) is champion of the bill and her webpage gives a clear idea of what the bill does and who are the backers.

The SAFE Banking Act of 2023 would prevent federal banking regulators from:

  • Prohibiting, penalizing or discouraging a bank from providing financial services to a legitimate state-sanctioned and regulated cannabis business, or an associated business (such as a lawyer or landlord providing services to a legal cannabis business);
  • Terminating or limiting a bank’s federal deposit insurance primarily because the bank is providing services to a state-sanctioned cannabis business or associated business;
  • Recommending or incentivizing a bank to halt or downgrade providing any kind of banking services to these businesses; or
  • Taking any action on a loan to an owner or operator of a cannabis-related business.

This legislation would also create a safe harbor from criminal prosecution and liability and asset forfeiture for banks and their officers and employees who provide financial services to legitimate, state-sanctioned cannabis businesses—while maintaining banks’ right to choose not to offer those services. The bill would also provide protections for hemp and hemp-derived cannabidiol (CBD) related businesses. This legislation, for the first time, explicitly extends the safe harbor to Community Development Financial Institutions (CDFI) and Minority Depository Institutions (MDI) to ensure they can also serve cannabis businesses. CDFI and MDI serve underserved communities who face challenges in accessing capital and provide affordable access to financial services.

The SAFE Banking Act would require banks to comply with current Financial Crimes Enforcement Network (FinCEN) guidance, while at the same time allowing FinCEN guidance to be streamlined over time as states and the federal government adapt to legalized medicinal and recreational cannabis policies.

The current legislation is cosponsored by U.S. Senators Jacky Rosen (D-NV), Bill Cassidy (R-LA), Kirsten Gillibrand (D-NY), Cynthia Lummis (R-WY), Brian Schatz (D-HI), Lisa Murkowski (R-AK), Edward J. Markey (D-MA), Kevin Cramer (R-ND), Ben Ray Luján (D-NM), Dan Sullivan (R-AK), Catherine Cortez Masto (D-NV), Rand Paul (R-KY), Angus King (I-ME), Tammy Duckworth (D-IL), John Fetterman (D-PA), Ron Wyden (D-OR), Kyrsten Sinema (I-AZ), Alex Padilla (D-CA), Dick Durbin (D-IL), Peter Welch (D-VT), MarkKelly (D-AZ), Michael Bennet (D-CO), Tina Smith (D-MN), Amy Klobuchar (D-MN), Elizabeth Warren (D-MA), Tim Kaine (D-VA), Debbie Stabenow (D-MI), Bernie Sanders (I-VT), Bob Menendez (D-NJ), Chris Coons (D-DE), John Tester (D-MT), Mark Warner (D-VA), Martin Heinrich (D-NM), John Hickenlooper (D-CO), Mazie Hirono (D-HI), Gary Peters (D-MI), and Chris Murphy (D-CT), and U.S. Representatives Warren Davidson (R-OH-08), Jim Himes (D-CT-04), Brian Mast (R-FL-21), Barbara Lee (D-CA-12), Guy Reschenthaler (R-PA-14), Nydia Velázquez (D-NY-07), Lori Chavez-DeRemer (R-OR-05), and Lou Correa (D-CA-46).

Some cannabis stocks rose by double-digit percentages on the annoucement. The bipartisan nature of the SAFE Banking Act’s reintroduction again appeared to boost hopes of more relief to come in the industry.

After failing seven times, you wonder what Vegas places the odds on passing.

Early in the summer people bask in the sun.  Sometimes too much sun which can be painful or just unsightly.   CBD sunscreen may be able to help as reported. CBD has soothing properties that can calm the skin, including when mosquito bites cause itching and irritation.  CBD or not, it is always good to have sunscreen – especially in those first forays in shorts on a sunny day.

CBD outdoors

It’s very important to stay hydrated during the summer, especially if you’re planning on staying active. The more you move and sweat, the more water and hydration you’ll need. CBD drinks could be a fun option. These come in different flavors and formats, such as energy drinks and water, all helping you treat the pain and inflammation from workouts. They can also be an alternative to alcohol drinks which don’t help your body during the summer.

With heat exhaustion, CBD could potentially help you. In other words, it can minimise the impact of some of its symptoms. In particular, muscle pains and aches, fatigue and tiredness, and headaches and migraines. It’s important to note that CBD will not actually reduce your body temperature.

Marijuana And Exercise, All Part Of The Healthy Cannabis Life

Marijuana can be a great exercise partner and goes well into a health regime

Going against the grain is what rebels do, and marijuana has always been part of the anti-man movement.  But with cannabis legal in 23 states now, it is transforming. Today marijuana can be part of a healthy low fat, low calorie, fitness lifestyle.  Now marijuana and exercise, all part of a healthy cannabis life. Gone are hanging out drinking beer and sugary drinks, watching tv and eating food….instead it is a quick run, cbd to help with inflammation, a hit of a vape and a salad before a solid night’s sleep!

Scientists discovered in the 90s humans, and all vertebrate animals, have a naturally occurring system of receptors built to receive the active compounds in cannabis as well as similar compounds our bodies produce naturally. That is why we get “high” and why medical marijuana is effective for so many conditions.

Yale research scientist, professor and engineering director, Alyssa L. Siefert, has written extensively on the subject and shared her enthusiasm with us:

The broad anti-inflammatory effects of cannabis, particularly CBD, are exciting for athletes looking to quickly relax and recover, and I hope that researchers are able to focus on beneficial strains and dosages.

Let’s look at some of what we know from research that should be of interest to exercise enthusiasts looking to include marijuana in their workout regimen:

Before we pump you up with all of the good news, a word of caution for the uninitiated: Cannabis use can lead to tachycardia, or increased heart rate. This is a notable concern for cardio enthusiasts, people with heart health issues or for those who already exercise at a very elevated heart rate. Cannabis can also slow reaction times, so experimenting while participating in a contact sport is not recommended.

Also keep in mind that smoking weed is just one way to ingest. In legal states, there are a variety of edibles, melt-away strips, tinctures, you name it. As noted before, CBD may give you some of the benefits of cannabis, but it will never make you stoned.

Maybe you want to simply do some research of your own. If so, we recommend you try it out at home first, where you can control your environment and feel most safe. Consume a moderate amount of cannabis, do some exercise and take notes on your dose, activation time and experience. That way you can find your sweet spot before you take to the gym in your newly lifted state.

Maine Is Getting It Right About Legal Weed While California And Others Struggle

Maine is setting a thoughtful, reasonable approach to legal marijuana to support small businesses

Colorado has had the most success with legalized cannabis.  They reduced the black market, provided reasonable taxes that made products competitive for the consumer sand the capped income, so people feel they get a “deal”.  Comparatively, California has been the cookie monster of greed – creating havoc in the industry and hurting small businesses and the equity players they say they want to help.  NYC’s failed rollout has paved for the way for over 1,500 unlicensed stores run by quick-thinking entrepreneurs selling products at a premium.   known for its no-nonsense common sense, Maine is getting it right about legal weed and is setting an updated example of how to run a successful program.

Maine’s rugged individualism complements an emerging industry.  Governor Janet Mills appointed John Hudak. He comes to Maine from the Brookings Institution, where he served as Deputy Director of the Center for Effective Public Management and as a Senior Fellow in Governance Studies. For the past decade, John has led Brookings’ research into cannabis policy, regulation, implementation, and politics. Hudak, highly respected, in the industry has had the opportunity to review how states have rolled out their programs.

Legal sales of recreational marijuana soared 94% in 2022 over 2021.  And the illicit market has dropped 64%.

Hudak and this team are taking a holistic approach to legal marijuana in the state. In comparison, California saw legal marijuana as a pure revenue opportunity and didn’t look at how to build another thriving industry.  Granted they had some iffy players like MedMen, the majority are small businesses trying to take advantage of the largest US market. Oversupply of flower coupled with high taxes has brought the industry to its news.  New York, a rival in market size to California, couldn’t decide what they want and at the last minute scrapped all plans and rolled out a partial plan, at a significant loss to existing legal retailers.  Now weed is expensive in the over 1,500 unlicensed retailers in New York City alone.  Rather than fix the underlining problems, NYC instead “raids” and shuts down retails until they can open a day or two later.  Green Market Report said “Following a new push by New York Gov. Kathy Hochul to crack down on unlicensed cannabis sellers across the Empire State last week, few in the legal industry expressed optimism that the policy would have the intended effect, with several predicting that the unregulated market would simply pivot instead of giving up.”

An early success is the Maine Office of Cannabis Policy (OCP) amended its contract with the Adult Use Cannabis Program’s (AUCP) inventory tracking vendor, Metrc, to implement batch tracking for cultivators.

Seed-to-sale tracking of cannabis serves as the foundation for state regulation. It allows a safe supply chain that prevents both diversion (product from the regulated market being sold in the illicit market) and inversion (illicit supply entering the regulated market). It also allows the state to take strides in protecting public health and safety. OCP took these important aspects of inventory tracking into consideration while examining the potential challenges and benefits to a batch tracking system.

Hudak shared his thoughts on where they are going “Cannabis regulations should be designed to provide safe, reliable, and consistent cannabis for patients and consumers. However, those regulations need to be as efficient as possible to meet public expectations about the supply chain, public health, and public safety. At the same time, regulations and taxes on cannabis cannot be so overburdensome that the legal, regulated market cannot compete–and outcompete–the unsafe, unregulated illicit market. Tension will exist between regulators and the regulated, but honest, well-intentioned, and good faith conversations among regulators, industry, and other interested stakeholders must work together to find (what can sometimes be a difficult) balance.”

Can I Toss Cannabis Into A Salad?

A reader asked us, can I toss fresh, raw cannabis into my salad….and here is our answer

A reader asked us if they can use raw cannabis in a salad.  The answer is yes, but why?

if you are wanting to enjoy the effects of marijuana, it doesn’t make much sense to eat it raw.

The effects of marijuana come from its active ingredients: delta-9-tetrahydrocannabinol (THC), cannabidiol (CBD), and cannabigerol (CBG). These three ingredients are not naturally present in marijuana. They occur as a result of a chemical process called decarboxylation. With exposure to light or heat from smoking or baking, the carboxylic acid group detaches. This process is called decarboxylation. Without the carboxylic acid group, these three compounds have the potential to cause a therapeutic effect. It is only then that THC can result in a high.

Another semi-trend seen online is the marijuana smoothie which is just another form of having raw cannabis. When incorporating raw cannabis into your diet, there are side effects to consider, including allergic reactions, possible ingestion of insecticides and pesticides, and compromised immune system from possible pathogenic exposure. Consuming raw cannabis isn’t the best solution for fast symptom relief.

Researchers are interested in raw weed, but there the difficulty associated with studying the effects of THCA is its instability. The carboxylic acid group detaches easily from the compound.

For example, researchers have demonstrated that THCA is unstable in ethanol. After 10 days at 77ºF (25ºC), only 33% trusted source of the THCA remained in ethanol. Losses of THCA even occurred after freezing.

Although researchers suggest that there are many possible medicinal uses of raw weed, they must ensure its stability to prevent THCA from converting quickly to THC, which causes a high.

Back to the salad, we surveyed a group of people about eating raw cannabis and found only one who had it natural.  Brandon in Seattle once had to quickly hide his stash so he ate it and said the flavor wasn’t that good. Brandon continued to say “given all the hybrids out there now, I’m sure the taste has improved. There are things I’ve smoked that would probably taste better.”  There are many way to consume marijuana, including in both sweet and savory foods.  A company call DeepCell Industries developed a cannabis salt that can be used on a salad and give a better experience.  We suggest exploring those before having it raw.

Spring Is Here, Time to Plant Tomatoes, Cannabis And Marigolds

The sun is out, the temperatures are up and it is time to start your garden!

It is the time of year you body craves the sun and your mouth begins watering for freshly grown vegetables.  Yes, spring is here, time to plant tomatoes, cannabis and marigolds.

Nothing is better than a fresh tomato sandwich, pasta sauce, or even cherry tomatoes popped into your mouth!  Marigolds can liven up a yard, a table or a romantic bedside table. And marijuana can bring a smile, a laugh and even a little fun next to the bedside marigolds.

While tomatoes do not grow exactly like cannabis, for planting purposes, they are almost identical. Mid-May is the planting season for all three and here are some tips.

Tomatoes, marijuana and marigolds need full sun; at least 6 hours or more of direct sunlight daily is best, and they require consistent moisture, so access to a water supply will make growing easier on you. They also require good drainage, air circulation and consistent soil moisture will help prevent disease. For tomatoes, if you are planting in the ground, protection for bunnies and other critters that finding them equally appealing.

Find the right seedling or plant, use a reliable source and make sure everything looks healthy.

Like Real Housewives, tomatoes and cannabis will compete – for the sun and spotlight, so do not place then near each other.  Additionally, fallen tomatoes can be acidic (like some Real Housewives) and that is not good for the soil around marijuana or marigolds. Give them all room to grow.

When you’re ready to plant, begin by soaking the plant – if a seedling ( in a 4” pot – in a solution of liquid seaweed or root stimulator. Then dig the planting hole, sprinkle a balanced in a fertilizer and fill with good soil. (Alternatively, you can sprinkle fertilizer around the plant in a ring after planting). Some people swear by fish fertilizer, it is iffy but can do the job.

Next, prune a few lower leaves off the plant and plant it deep, so that the bottom of the stem is under the soil. Additional roots will grow from the stem. Finally, water the plant thoroughly, watering around the base and try keeping water off the leaves.

RELATED: Is Smoking Marijuana The Key To Happiness?

Next, let them grow and mature.  For tomatoes it is 50-80 days, cannabis 57-84 days and marigolds about 55 days. Water in the morning and keep tools clean to avoid pests and fungal diseases. Drip irrigation works well to keep water off the leaves.

In the heat of summer, you may need to water twice a day, especially for tomatoes grown in containers. Remember to after the first fruits have started to develop and reapply every two weeks thereafter.

Monitor your plants daily for any appearance of pests or diseases and always use organic sprays or soapy water. Some gardeners believe that “companion planting” – planting certain herbs or flowers in an edible garden – can control pests, but this technique can only work when the companion plants are heavily planted in a mass.

When they have matured, pick and enjoy, knowing you have created this little piece of joy yourself!

Does Marijuana Play A Role In Mass Shootings?

Fox News, the New York Post and more claim marijuana is a factor leading to violence – but is it true?

Certain segments of American has been quick to point the blame of mass shooting to everything from marijuana to video games to side doors.  As May 2023 starts, the US has had more than 200 mass shootings.  The discussion around addressing this uniquely American problem is coming to the forefront.  Most people want an easy answer, and for some, marijuana is the cause of all the problems.  The trouble is, data doesn’t back them up. Does marijuana play a role in mass shootings?

Cannabis use, and especially heavy cannabis consumption, has been on the rise since 1992, and the national homicide rates have fallen more than 50% over the same time.

A 2013 Rand Corporation study commissioned by the federal government found that “marijuana use does not induce violent crime, and the links between marijuana use and property crime are thin.”

Experts are skeptical about the supposed connection between marijuana and violence. Marijuana use is higher in young men, people with serious adverse childhood experiences, antisocial personality, low income, low education and use of other illicit substances. All of these are well known risk factors for violence in their own right.

So yes, many mass shooters have proven to be marijuana users, experts said. But that doesn’t mean pot made them pull the trigger.  They also watch violent movies, eat fast food and take hot baths, but that doesn’t give the motive or means to shoot up an outlet mall.

A study published in The Economic Journal in 2017 found that states on the US-Mexico border that legalized medical marijuana saw a decrease in violent crimes of 5.6 to 12.5 percent. And in Colorado and Washington, it had little to do with crime rates.  Mass shootings do not regularly occur in countries where marijuana is legal other than the United States.

Champions of marijuana being the cause of violence and leading to mass shooting cite a book by Alex Berenson. But the book has been a source of controversy since it was published. The book uses flawed methodology and data.  A public letter signed by 100 scholars and clinicians refuted findings and accused Berenson of cherry-picking data and presenting correlation as causation.

Katherine Newman, System Chancellor for Academic Programs, the Senior Vice President for Economic Development at UMass Amherst and the author of a book on school shootings. “There is no link whatsoever between marijuana and extreme violence.”

With regards to video games, a UK study published in February 2019 was based on interviews with 1,004 British 14- and 15-year-olds and their caregivers. The teens were asked about their gaming and the adults who cared for them were asked about the teens’ behavior.

“Violent video game engagement is not associated with adolescents’ aggressive behavior,” the study concluded.

Similarly, a 2018 study by Stetson and Florida State University researchers found that the role of violent video games “in the development of youth psychopathology or crime is very little, if any.”

Facts and information matter when it comes to the lives of our fellow citizens.

Studies Shows Legal Marijuana Has Positive Effect On This Group

In each state fight to legalize marijuana, the cry comes up “what about the kids”.  Now two new research studies give an answer to the question.  And the doomsayers are not going to be pleased with the result. Studies show legal marijuana has positive effect on this group.

The Centers for Disease Control and Prevention’s (CDC) Youth Risk Behavior Survey (YRBS), published recently, found that teen use of all monitored substances—including marijuana, alcohol and prescription drugs—has “decreased linearly” over the past decade.

The federal study shows high school student use was trending up from 2009-2013—before legal marijuana dispensaries started opening—but has been generally on the decline since then. The first state recreational legalization laws were approved by voters in 2012, with regulated retail sales beginning in 2014.

Another study analyzed data from the Population Assessment of Tobacco and Health Study, which follows tobacco and other substance use over time among 49,000 US youths and adults. A strength of this study was the longitudinal design allowing a look at changes among the same people over time as opposed to other national studies which compare different groups of people across time.Using marijuana may affect your ability to think and plan, study says

Substance abuse dropped in teenagers between ages 13 and 17, according to the study published in the journal JAMA Network. The study points out using marijuana may affect a youth’s ability to think and plan.

Cannabis use among teenagers ages 13 and 15 dropped by 3.4 percentage points in 2020 compared to 2018 and 2019, while tobacco use declined by about 4 points, the study found. The use of other illegal or misused prescription drugs also fell 2.5 percentage points in this age group. Use of marijuana in teens ages 16 and 17 dropped 7.3 percentage points in 2020 compared to 2018 and 2019. Tobacco use fell by over 10 points and misuse of drugs sank by nearly 3 percentage points. Binge drinking dipped by 1.6 percentage points across the age group.Marijuana use rose in adults but dropped in teens, according to the study.

Everyone agrees teenagers should not be allowed to indulge, and especially over indulge, in alcohol and marijuana as they develop.  But fear mongers is interesting considering how long it took to move the drinking age from 18 to 21, despite all the science and common sense.  Louisiana, South Dakota and Wyoming had to be dragged into it.  Threats were used on the state of the New Orleans “the Big Easy” to get them to comply. Regan signed a bill passed by the United States Congress which would punish any state that allowed persons under 21 years to purchase alcoholic beverages by reducing its annual federal highway apportionment by 10 percent.
