A few questionable photos have arisen recently that would make anyone consider that perhaps these fashion statements were a total hoax. This is the newest trend, pegged to Instagram user @gret_chen-chen  who photographed herself with some eyelash extensions adhered to her nostrils. Was she kidding? Doesn’t matter. She officially started a viral trend, which can also be achieved with fake eyelashes.

Apparently, the number of uses for eyelash extensions are far and wide. This makeup artist used them to create what she coined “u-turn” brows.

This one is a bit of a head scratcher, something you actually don’t want to do if you are sporting these…things.

The Fresh Toast Marijuana Legislative Roundup: Oct. 16

Last week in marijuana legislative news, Nevada continued to debate the idea of cannabis lounges, Arkansas’ 2018 ballot measure was ruled too vague and California Gov. Jerry Brown vetoed two controversial marijuana bills. Read all about these developments and more in The Fresh Toast’s Marijuana Legislative Roundup for October 16.

Nevada:  

On Monday, the Associated Press reported that the Nevada Department of Taxation has requested an opinion from the state Attorney General as to the legality of cannabis consumption events and lounges. In September, the Nevada Legislative Counsel released a report stating that cannabis consumption at adults-only events and private venues was not prohibited under the 2016 legalization measure passed by voters.

The Legislative Counsel determined that marijuana could be consumed at venues that are closed to the public and where entry is restricted to people age 21 and older. The Counsel’s report also stated that municipal governing bodies have the authority to license businesses, lounges, and special events where marijuana may be consumed. However, Nevada Governor Brian Sandoval pointed out at the time that Legislative Counsel reports are advisory in nature and do not carry the legal authority of an opinion by the Attorney General.  

Arkansas: 

On Monday, the Arkansas Attorney General’s Office released a letter denying language for a proposed 2018 ballot measure on the issue of legalizing recreational cannabis. The letter argues that the language is too ambiguous to go on the ballot, expressing particular concern over limits on mature and non-mature plants. The Attorney General’s Office has denied all prior attempts at putting a legalization measure on the ballot.   

California: 

On Monday, the Associated Press reported that Governor Jerry Brown has vetoed two bills that would have outlawed smoking and vaping at public parks and beaches in the state. One of the bills would have imposed a $100 fine on those caught smoking cannabis, tobacco, or electronic cigarettes at any public park or beach. Governor Brown vetoed similar legislation last year.

Want To Join The Armed Forces? Past Marijuana Use Is Now Okay

One of the Trump Administration’s goals is to expand America’s military force and in order to accomplish that goal, the Army has decided to relax the standards for recruits. According to the Military Times, fitness standards, tattoo regulations and marijuana use will be eased.

According to a report by USA Today, the Army has been dipping into so-called “Category Four” recruits to try to meet a goal of recruiting 80,000 new soldiers, up from 69,000 new soldiers last year. Category Four recruits are those who score in the bottom third of Armed Services Vocational Aptitude Battery testing.

Defense Secretary Ash Carter made the announcement earlier this week. Carter’s “Force of the Future” reforms are an attempt to improve recruiting metrics while retaining top talent.

“We’re going to review and update these standards as appropriate,” Carter said in a speech to reserve officer training corps cadets at the City College of New York. “Some of these things we’ll never be able to compromise on. And we will always have to maintain high standards. But at the same time, these benchmarks must be kept relevant for both today’s force and tomorrow’s, meaning we have to ensure they’re not unnecessarily restrictive.”

According to the Military Times reporting:

Rules regarding recruits marijuana usage are getting a new look. As thousands of prospective recruits are now living in states where medical and recreational marijuana is now legal, Carter is instructing top personnel officials to consider pilot programs to “assess the feasibility and impact of updated standards” on the issue of “past marijuana use,” according to a fact sheet provided by the military.

Previously, the Army policy was to deny recruits with past marijuana use. The new policy will allow recruits who admit to previously consuming marijuana as long as they vow never to do so again.

Earlier this year, the Air Force clarified its position on admitting recruits with past marijuana experience. As reported in Military.com back in January:

The Air Force will still have a zero tolerance policy when it comes to airmen smoking or using marijuana, but how many days, weeks or months prior to enlisting that a potential airman used will no longer be a limiting factor. The service is no longer considering how long it has been since an airman used marijuana prior to service in a move to “standardize” the questions asked of potential recruits.

Air Force admission sources were inconsistent on what timeframe was acceptable for prior marijuana use. “Standards of pre-accession marijuana use were different for getting into the Air Force Academy vs. Air Force Recruiting Service for enlistment or officer training school vs. AFROTC,” said Air Force spokesman Zachary Anderson.

Gossip: NeNe Leakes Dropped From Tour Over Rape Comments; Jennifer Garner Annoyed With Ben Affleck Over Kids

NeNe Leakes has been dropped from the upcoming Xscape tour and will no longer be hosting after making distasteful rape comments at a heckler last weekend.

The group issued a statement distancing themselves from NeNe’s remarks and announced her removal from the tour.

Xscape says:

“Like many, we were dismayed by the recent remarks made by our talented colleague and friend NeNe Leakes. As a result, we have decided to no longer proceed with her participation on our tour. It was an unfortunate incident for which NeNe has since apologized and we wish her the best as she navigates this very difficult period. ‘Walking Dead’ Star Speaks On Medicinal Benefits Of Marijuana

Throughout its seasoned television run, many of “Walking Dead” characters have endeared themselves to fans. Part of this happens because, well, zombies keep eating some of your favorite characters so new ones inevitably have to take their place.

But since Cooper Andrews introduction as Jerry on “Walking Dead,” it seemed inevitable the lighthearted zombie hunter would win over the audience. In reality, though, Andrews started a new mission: to educate and possibly help others with cannabis.

Andrews will be among the stars to appear on this season of “Cannabis Planet,” a “television program that explores the merits of the cannabis plant as a food, fuel, Fiber and medicine.”

“I’m new to cannabis. I just started six months ago, and the positive changes that have happened is something I want to talk about,” Andrews revealed in a trailer for the episode.

Andrews also spoke on why he wanted to discuss marijuana and further the conversation surrounding legalization and research.

“It’s portrayed in a really negative light, and I think there has to be a change in how people see it,” he said.

Joining Andrews on this season of “Cannabis Planet” will be and Matt Peters of “Orange is the New Black,” former NBA star John Salley, and retired NFL lineman Eben Britton. The program will air on independent stations in major television markets as DISH Network and ATT/Direct TV denied running the show. However, it will be available on demand to subscribers of both cable providers.

5 States That Aim To Legalize Recreational Marijuana In 2018

The cannabis industry is thriving, with growth that translates into more tax revenue for legal states and more money going to small (and large) businesses. States that have legalized marijuana inhaled the breath of fresh cash, exhaled the dreaded cannabis stigma and now, naturally, more states want to get on board. Packed with ready and willing entrepreneurs, these five states are the next hopefuls.

Arizona

In November 2016, a bill to legalize failed to pass by a mere two percent. Now, Arizona stands as the state that makes the most sense to go the path of legalization. Like Oregon and California before it, Arizona activists hope that this second push is the one that gets voted in. Out of the five marijuana initiatives on Arizona’s ballot (including one for hemp), the one for legalization is among the most progressive in the country, even including a stipulation that cities and counties that preferred to be “dry” wouldn’t get their way.

Florida

With Florida, it took two tries to get medical through, but that’s because passing an amendment means changing the Florida constitution, so 60 percent of the vote is required to pass. In 2018, Florida has four ballot initiatives regarding cannabis. The Florida Cannabis Act is the kicker though, and would allow adults 21 and over to possess up to an ounce on person and grow up to six plants per household.

Michigan

Pot activists have been waiting for Michigan to go legal for years now. There have been guesses that they’ll be next for quite some time, but in 2016 they failed to get the number of signatures required to get on the ballot. Not so in 2018. There’s a very good shot that they’re going to make it this time. The Michigan Marijuana Legalization Initiative would allow adults 21 and over to carry up to 2.5 ounces on them and grow up to 12 plants for personal use. The 10 percent excise tax that would come with it, along with the six percent sales tax, would go to schools.

Missouri

Missouri is a bit of a different challenge, as it’s one of the US states to not even have a medical marijuana program. So, what they’re trying to do, legalize both medical and recreational at the same time, might be setting them up to do neither. There are a few medical initiatives, but half of the initiatives are comprised of hemp and recreational uses. However, The Missouri Marijuana Legalization Initiative has great social potential, as it includes the release of all non-violent cannabis prisoners upon effect.

Nebraska

This state is also batting around the dual initiative idea. They have both medicinal and recreational measures floating around currently. Aside from that minor challenge, Nebraska was also one of the states to sue Colorado to prevent cannabis trafficking to neighboring states. Though the chances aren’t spectacular, the Nebraska Right To Cannabis Initiative would make growth, production and sales of cannabis legal for private citizens. Under 21? If the ballot passes, your doctor and your parents are on board, Nebraskans of all ages will be allowed to benefit from the plant.

Medical Cannabis Can Help Mitigate Phobia Symptoms

Every person on planet earth is unique—with this individuality comes distinct tendencies and quarks in personalities. For the most part, these character traits should be celebrated, as originality in thought and action is what drives humankind forward. Nonetheless, due to a variety of influences—whether they be chemical or conditional—personality traits sometimes become pathological and evolve into phobias. Some researches feel that medical marijuana can help lessen the socially and physically debilitating effects of phobias.

Phobias manifest in the human mind in a variety of ways, but all phobias are characterized as “irrational fears” that are attached to particular circumstances, items, or concepts. Generally speaking, phobias manifest in the mind as extreme anxiety. To illustrate, a social phobia expresses itself as overwhelming fear and anxiety about social situations. Also, an example of a phobia about an object or circumstance would be an unreasonable dread concerning spiders or car accidents. There are no known medical treatments for phobias as the disorder is primarily psychological. However, therapists and psychologists can help those with phobias lessen their obsessive tendencies through “exposure therapy”.

Cannabis And Phobia Symptoms

The medical treatments for phobias are aimed directly at the disorder’s symptomatic manifestations in fear and anxiety. In terms of mainstream medicine, pharmaceuticals drugs with debilitating and addictive side-effects, like Xanax and Klonopin, are a mainstay in extreme phobia treatment. There are some interesting medical theories into the potential benefits of THC for phobias. Specifically, studies conducted at the University of Michigan during 2013 posit that dronabinol, which a synthesized form of THC, could help treat symptoms of phobias—namely that of irrational fear. This hypothesis was formulated based-off past studies conducted on laboratory animals, in which these animals showed a reduction in fearful behavior with the administration of dronabinol.

The researchers at the University of Michigan conducted a rather interesting study into fear responses in human beings and the use of dronabinol. The program was based on “skin conductance,” which is a method of measuring fear in a human subject through electrical conductivity of one’s skin as related to sweat secretion. The crux of this methodology is that the more one sweats, the greater the amount of fear is present in their minds. The research team generated fear reactions in the study group by way of “classical conditioning,” in which they created a psychological association with pre-disposed phobias by way of a formulated stimuli, such as flashing lights. These formulated stimuli triggered the psychological and physical reactions of phobia created fear in participants. Interestingly enough, upon administering the drabinol to the test group in a placebo controlled experiment, reports showed that those who received the synthetic THC compound perspired less—or were less fearful—than those who did not. Point being, if the University of Michigan’s theories concerning classical conditioning and skin conductance are correct, they could be making some headway into discovering a natural medication for extreme phobia symptoms.

Breathe Easy: Marijuana Can Cure Medically Intractable Hiccups

Believe it or not, that’s the finding of a case study that was published in the Lancet back in 1998, practically the dark ages of medical marijuana research.

This might seem like a joke, because you figure that in the time it takes to roll a joint and light it, your hiccups will probably already have stopped on their own. But that’s regular hiccups. An intractable case lasts for days, or longer. And its nothing to laugh about.

Longterm hiccups is usually a sign of an underlying problem, like encephalitis, meningitis, stroke, brain injury, even AIDS. Treating that underlying cause will usually cure the hiccups. If it doesn’t, the only FDA-approved hiccup drug is chlorpromazine—more recognized under its brand name Thorazine—which is a powerful antipsychotic.

The subject of the one and only scientific paper on hiccups and cannabis was an AIDS patient who developed intractable hiccups following minor surgery. Chlorpromazine worked only during sleep, so on ensuing days doctors tried a virtual adecedarium of off-label drugs, to no avail. On day six, they tried acupuncture. On day eight, they started to get silly: They removed a hair from the patient’s ear canal, then they poured the anesthetic marcaine into it. Later that day, they tried marijuana, and it worked. The next days, the hiccups returned, but the patient toked out again, and they went away for good.

The authors conclude their paper with a bittersweet acknowledgement that their breakthrough discovery might be more a medical white elephant than the source of a Nobel prize: “Because intractable hiccups is an uncommon condition, it is unlikely that the use of marijuana will ever be tested in a controlled clinical trial.” So far their prediction has proven sound.

Although the team ventured no hypothesis for the efficacy of cannabis in this instance, we’ll take a stab, because we have absolutely nothing at stake: Recent research into sleep apnea has found that cannabis effects the vagus nerve, one of the neves in the back of the throat that causes snoring—so why not hiccups as well?
